Building and other construction workers

Construction employers with 10 or more workers register, follow safety norms, pay the welfare cess, and help workers register with the State BOCW board.

  • Coverage: building and other construction work employing 10 or more workers. It excludes an individual's own residence below the notified cost.
  • Employer's duties:
    • register the establishment;
    • follow the construction safety provisions (scaffolding, excavation, lifting, personal protective equipment);
    • provide welfare facilities (drinking water, toilets, canteen, creche, first aid);
    • pay the cess on the cost of construction;
    • give a free annual health check-up to workers aged 45 and above (as in the Rules).
  • Worker registration: a building worker aged 18 to 60 who has done 90 days of construction work in the past 12 months can register with the State BOCW welfare board. The worker then gets the board's benefits, such as accident cover, pension, maternity, education and marriage assistance, tools and housing.

See the Government schemes page to register a worker for the schemes.
